Jaime Gili nació en Caracas en 1972. Creció en una capital llena de arte cinético, cemento y optimismo. Esta ciudad en los setenta presentaba su propia versión de modernismo en arte y arquitectura: una visión única de la utopía. Caracas parecía una ciudad creada por artistas y arquitectos trabajando juntos, todo lubricado con la recién nacionalizada riqueza petrolera.

Jaime comenzó estudiando en Prodiseño, Caracas en 1988, viendo el inicio de la paulatina debacle de las grandes instituciones del país, así como de gran parte del arte público y de mucha de la arquitectura de la ciudad. A su llegada a Europa en los  años 90, vivió y estudió en Barcelona donde, tras concluir la licenciatura, continuó con un doctorado en la Universidad de Barcelona. Su tesis fue sobre Repetición y Serialidad. También pasó períodos en Lisboa, París y Berlín. Desde 1996 vive en Londres, a donde llegó a estudiar un máster (MA) en el Royal College of Art, que dio por finalizado en 1998.

En la actualidad Gili desarrolla su pintura intentando darle sentido  a estos modernos movimientos históricos, en el nuevo contexto, como resucitando para el presente, elementos positivos que recuerden la energía de la que se ha nutrido como artista. Su penúltima serie de pinturas, de características formas explosivas y dinámicas, recuerdan a los mejores momentos de la abstracción moderna, pero parecen existir en el momento en que chocan utopía y realidad.

Desde 2006, Jaime Gili ha realizado diversas intervenciones en el espacio público, que incluyen la pintura pública más grande jamás realizada, sobre 16 tanques de almacenamiento industrial en Portland, EEUU y una obra para un barrio de bajos recursos en Caracas, su ciudad natal.

Su obra está presente en colecciones internacionales incluyendo Banco Mercantil, Caracas y Saatchi Gallery, Londres. Jaime es regularmente invitado a dar clases y charlas en Universidades inglesas, venezolanas y españolas. Es parte del advisory board de CIFO, Miami, y ha sido colaborador desde Londres de la revista LAPIZ.
